No. The purpose of the inspection is to confirm whether work that is being requested to be paid out has been completed. It is important that you understand the specifications of your construction contract and monitor the work is complete to your standards.

The inspection report that is completed by inspector is to confirm the approximate state of completion of the house.  It is not the lender’s duty, nor is it the intent of the progress report prepared from the inspection, to report the quality of workmanship, code violations and variances in plans and materials used in the property improvements.

Ultimately, you will sign off and authorize funds that are paid out on your construction loan.  Be sure you understand what is being paid out and agree that the funds should be paid out.  Once you authorize funds to be disbursed, it is tough to get them back.
